Investment is booked where the company's head office is registered, which is why Mexico City leads; a plant elsewhere can appear under the capital. 5 states show a net outflow, a negative figure drawn as a sliver. These are the Secretaría de Economía's figures, a different basis from the World Bank series in Foreign investment.
